⚠️ Deadline Alert: The Chevening Scholarship 2027–28 application deadline is 6 October 2026 at 11:00 UTC. Reference letters must be uploaded no later than seven working days before your interview. Do not wait — ask your referees today.
The Chevening reference letter is not a formality. It is a scored element of your application that the selection committee reads alongside your four essays and interview performance. A weak reference letter from a well-meaning professor who writes two vague paragraphs about your “dedication and hard work” has ended the applications of candidates who were otherwise outstanding on paper.
This Chevening Recommendation Letter guide is built entirely on official Chevening Secretariat guidance. Every requirement, format rule, and instruction in this article comes from the source — not from recycled internet advice. Three full Chevening reference letter samples are included for different referee types: professional, academic, and community leadership. Read every section before you approach your referees.
Table of Contents
What Chevening Actually Requires — The Official Rules
The following requirements come directly from the official Chevening References guidance page at chevening.org. These are not suggestions — failing to meet them results in rejection.
Number of referees: You must provide the names and contact details of two referees in your application. They can be two professional referees, two academic referees, or one of each.
When they are needed: You submit referee names and contact details at application stage. If you advance to interview stage, you must upload both Chevening reference letters to the online application system no later than seven working days before your interview date. Missing this deadline means your application is no longer considered.
How submission works: Chevening does not contact your referees on your behalf. You collect the completed letters and upload them yourself to the Chevening online application system (OAS). The British Embassy or High Commission may later contact referees for verification.
Language: All reference letters must be written in English. If a referee writes in another language, you must submit both the original letter and a notarised English translation in a single file. Letters without a notarised translation are not accepted.
Who the letter is addressed to: Each Chevening recommendation letter must be addressed to the British Embassy or High Commission in your country or territory. If the embassy has suspended operations, address it to: “Chevening Officer [your country name].”
What each letter must contain (per official guidance):
- Referee’s contact details: address, email, and phone number
- How long the referee has known the applicant
- The capacity in which they know the applicant
- When they last had regular contact with the applicant
- A brief endorsement covering: leadership skills, networking skills, personal and interpersonal qualities, and the applicant’s ability to complete a demanding academic programme in the UK
Who Should Write Your Chevening Reference Letter
A referee should be someone who knows you in a professional or personal capacity, but not a friend or relative. Beyond that basic rule, the choice of referee is one of the most strategic decisions in your entire Chevening application.
Chevening is explicitly not looking for academic achievement alone. It is looking for emerging leaders with demonstrated professional impact, networking ability, and a clear vision for contributing to their home country. Your referees must be people who can speak to those specific qualities from direct observation — not from a transcript or a grade sheet.
The strongest combination for most applicants:
Referee 1 — Professional supervisor or employer: The person who has seen you exercise leadership, make decisions under pressure, influence colleagues, and deliver results in a professional context. This could be a direct line manager, a project director, a department head, or the founder of an organisation where you worked or volunteered. Seniority matters less than proximity — someone who worked directly with you for two years is far more valuable than a CEO who barely knows your name.
Referee 2 — Academic supervisor or professor: Your final-year dissertation supervisor, a professor whose course you excelled in, or a research mentor who directed your academic work. This referee must be able to speak specifically about your intellectual capacity, research depth, analytical thinking, and ability to handle a demanding postgraduate programme in the UK. If you graduated several years ago and have lost contact with academic supervisors, a community leader with direct knowledge of your work is acceptable.
Do not choose a referee because of their title. A minister who met you once at a conference is a weaker reference than your NGO supervisor who worked alongside you for three years. The committee reads specificity — and vague letters from impressive titles are one of the most common reasons otherwise strong Chevening applications fail.
Chevening Reference Letter Format — The Exact Structure
There is no prescribed template or word count limit for the Chevening reference letter format. However, based on official Chevening guidance and the specific elements they require, every letter should follow this structure:

What the Selection Committee Is Specifically Looking For
Understanding what Chevening is selecting for transforms how you guide your referee. Chevening is the UK government’s flagship scholarship programme, funded by the Foreign, Commonwealth and Development Office (FCDO). It has funded over 60,000 scholars from more than 160 countries since 1983. It targets emerging leaders who already have meaningful work experience and demonstrated leadership potential.
The four pillars Chevening assesses — and that your recommendation letter for Chevening scholarship must address — are:
1. Leadership Not “leadership potential.” Actual leadership demonstrated in the applicant’s career or community. The committee wants examples of decisions made, teams led, initiatives taken, and problems solved. Your referee should describe a specific situation where the applicant exercised leadership and the outcome it produced.
2. Networking ability Chevening scholars become part of a network of 60,000+ global leaders. The committee wants evidence that the applicant builds relationships effectively, works across organisations and disciplines, and can represent their country in international settings. Ask your referee to describe how you have demonstrated this in practice.
3. Career plan and return commitment Applicants must commit to returning to their home country for at least two years after their scholarship ends. A strong Chevening reference letter supports the applicant’s stated career plan and confirms, from the referee’s direct knowledge, that the candidate has a realistic and meaningful plan to contribute to their home country after graduating.
4. Ability to succeed at a UK university The referee should confirm that the applicant has the intellectual capacity, work ethic, and personal resilience to complete a demanding one-year master’s degree in the UK.
The most important principle: Every claim in the letter must be supported by a specific, verifiable example. “She is an excellent leader” means nothing. “She led the restructuring of our department’s reporting system, reducing data processing time by 40% and training a team of six colleagues in the new process” is evidence.
How to Brief Your Referee — The Right Way
Most applicants make one critical mistake: they ask their referee to “write a recommendation letter” and wait. The result is a generic letter that wastes everyone’s time. The right approach is to brief your referee comprehensively so they can write a specific, targeted letter without spending hours guessing what to include.
Send your referee a single document containing:
1. The deadline (in their local timezone, bolded and at the top)
2. Chevening’s four selection criteria (leadership, networking, career plan, academic ability)
3. Your updated CV
4. Your Chevening career plan essay (so their letter aligns with and reinforces your stated goals)
5. Three to five specific achievements they witnessed directly — written out as brief bullet points for them to expand on
6. The official format requirements from chevening.org (addressee, contact details, what to cover)
7. A polite, clear note that the letter must be returned to you for uploading — Chevening does not collect letters directly
This approach is not presumptuous. It is professional. It respects your referee’s time, increases the quality of the letter dramatically, and ensures the letter aligns with your overall application rather than contradicting it.

The Chevening Officer British High Commission Upper Hill Road, Nairobi, Kenya
Dear Chevening Officer,
I am writing in strong support of the application of Mr. James Kimani Mwangi for the Chevening Scholarship 2027–28. I have had the privilege of supervising James directly for three years in his capacity as Senior Policy Analyst at Development Horizons International, where I have observed him at close quarters on some of our most challenging programme work. My last regular contact with James was last week, as he remains a full-time member of our team.
Leadership
James’s leadership has been most evident in his management of our Urban Resilience Policy Initiative, a 14-month programme funded by the European Union across five East African countries. When our programme coordinator resigned midway through the project, James stepped into a de facto leadership role without being formally appointed — reorganising the remaining team of seven, renegotiating three stakeholder timelines, and ensuring final deliverables were submitted both on schedule and within budget. The EU programme officer later told me in writing that our submission was the strongest in the cohort.
What distinguished James’s leadership throughout was not authority but influence. He consistently brought together team members with conflicting priorities, facilitated agreement, and moved work forward without the political friction that typically accompanies that kind of structural disruption.
Networking and Influence
James has built genuine professional relationships across a network of policy organisations, government ministries, and international development partners that would be exceptional for someone twice his age. He was personally invited to present at the African Development Forum in 2025 — an invitation that came not through our organisation but through relationships he had independently developed with researchers at the International Food Policy Research Institute.
Within our organisation, he has become a go-to collaborator for three of our partner organisations who regularly request him by name for joint working groups. This is unusual for someone at his level and speaks to the trust and credibility he has built through consistent professional conduct.
Personal and Interpersonal Qualities
James demonstrates the kind of intellectual integrity and personal resilience that is essential in policy work. When one of our flagship research findings was challenged publicly by a government ministry, he handled the situation with diplomacy, curiosity, and precision — engaging the criticism directly, revising where the criticism was valid, and defending the methodology robustly where it was not. His response was adopted by our senior team as a model for external engagement.
He is also deeply committed to mentoring younger colleagues. He runs an informal weekly session for junior analysts that he started on his own initiative, which has had a measurable impact on junior staff retention.
Academic Readiness
James holds a First Class degree in Economics from the University of Nairobi and has demonstrated throughout his career the kind of analytical rigour, literature fluency, and structured thinking that a demanding UK master’s programme requires. I have reviewed working papers he has produced for our organisation that are of publishable academic quality. He is more than capable of performing at the highest level at any UK institution.
Endorsement
I recommend James Kimani Mwangi for the Chevening Scholarship without reservation. His career plan — to complete an MSc in Public Administration at LSE and return to Kenya to lead policy reform at the Ministry of Devolution — is realistic, specific, and exactly the kind of contribution the Chevening network exists to support. Kenya needs professionals of his quality in public service, and the Chevening Scholarship is the right vehicle to get him there.
Please do not hesitate to contact me at the details above if you require any further information.
Yours sincerely,

Dear Chevening Officer,
I write with considerable enthusiasm to support the Chevening Scholarship application of Ms. Fatima Al-Hassan. I first met Fatima in 2021 when she enrolled in my Advanced International Relations Theory course, and I subsequently supervised her undergraduate dissertation. I remained in regular contact with her through the end of 2024, when she was still seeking my guidance on research methodology for a policy paper she was developing independently.
Leadership
In my twenty-two years of university teaching, I have supervised over 400 undergraduate dissertations. Fatima’s stood among the top five in terms of intellectual ambition, methodological rigour, and independent thinking. Her dissertation — examining the political economy of ECOWAS trade policy implementation gaps — required her to navigate a complex multilateral institutional landscape that most postgraduate students would find challenging. She did so at undergraduate level, conducting 14 semi-structured interviews with diplomats and trade officials that she arranged herself through cold outreach and professional networking.
More broadly, in her role as President of the University of Ghana International Affairs Students’ Association, she led a restructuring of the association’s external engagement strategy that resulted in the first formal partnership between the association and the Ghana Ministry of Foreign Affairs. This was not a symbolic achievement — it has since led to three substantive joint events and an internship pipeline that benefits students years after her departure.
Networking Ability
Fatima has a natural and sophisticated understanding of how professional relationships work in international and multilateral settings. She hosted and moderated a simulation of a UN Security Council session for 200+ students across five Ghanaian universities — an event she conceived, funded through partnership with three embassies, and delivered entirely through her own network of contacts. The quality of the event drew a commendation from the Danish Embassy, one of the event’s partners, which they subsequently included in their annual cultural diplomacy report.
Personal and Interpersonal Qualities
Fatima combines intellectual seriousness with genuine warmth and the kind of cross-cultural sensitivity that is essential for a career in international affairs. During my course, she consistently brought perspectives from West African diplomatic history that enriched discussions for the entire cohort. She is honest in intellectual disagreement — including with me — which I find far more impressive than deference.
Academic Readiness
Fatima graduated with a First Class degree, ranking second in her cohort of 67 students. Her written analytical work is clear, structured, evidence-based, and free from the rhetorical inflation that I find in many strong students’ work. She is entirely capable of performing at distinction level at a rigorous UK institution, and I believe she will likely be one of the more intellectually engaged students in any postgraduate programme she joins.
Endorsement
I recommend Fatima Al-Hassan for the Chevening Scholarship with complete confidence. Her plan to pursue MSc International Relations at the University of Edinburgh, and subsequently to return to Ghana to work on ECOWAS regional integration policy, is well-reasoned and grounded in genuine expertise. She is exactly the kind of thinker and leader that Chevening was designed to support.
Please feel free to contact me directly at any time.
Yours sincerely,
Professor Amara Diallo Associate Professor, Department of International Affairs University of Ghana, Legon a.diallo@ug.edu.gh | +233-302-XXX-XXX
Sample 3: Community Leadership / NGO Director Chevening Reference Letter

The Chevening Officer British High Commission No. 11 Diplomatic Drive, Central Business District, Abuja, Nigeria
Dear Chevening Officer,
I am delighted to recommend Mr. Emmanuel Adebayo Osei for the Chevening Scholarship 2027–28. I have known Emmanuel for five years in his capacity as Programme Coordinator at Youth for Sustainable Development Nigeria (YSDN), an organisation I have led for twelve years. I work alongside Emmanuel on a weekly basis and have observed his growth from a junior volunteer to one of the most capable programme managers in our network.
Leadership
Emmanuel’s leadership transformation over five years has been remarkable and measurable. When he joined YSDN, we were delivering three community programmes in two states with a combined annual budget of NGN 8 million. Today, under his programme coordination, we operate eleven community programmes across six states with a combined budget of NGN 47 million. He did not inherit this scale — he built it, through consistent delivery that attracted four new institutional funders and the trust of local government partners who had previously been reluctant to work with NGOs of our size.
His most significant leadership achievement was managing our response to the 2024 flooding crisis in Kogi State, where he coordinated a rapid-deployment team across four local government areas, working with NEMA, the state emergency management agency, and two international humanitarian partners simultaneously. He made decisions under significant time pressure, managed disagreements between agencies with competing priorities, and maintained the confidence of both our funders and our beneficiary communities throughout.
Networking and Influence
Emmanuel operates with an unusual combination of strategic thinking and genuine relationship-building. He has developed substantive professional relationships with programme officers at UNDP Nigeria, the MacArthur Foundation, and the Gates Foundation — relationships that have directly resulted in two competitive grant awards totalling USD 180,000. These were not relationships built through formal introductions; Emmanuel initiated them through thoughtful outreach, followed up consistently, and maintained them through the kind of professional conduct that creates lasting trust.
He also represents YSDN at the Nigeria Civil Society Situation Room and the ECOWAS Youth Council, where he has established a reputation as a credible, informed voice on youth development policy.
Personal and Interpersonal Qualities
Emmanuel’s character is defined by integrity, emotional intelligence, and a genuine commitment to the communities he serves that goes beyond professional obligation. He has turned down two positions at larger organisations in Abuja at higher salaries in order to see through programmes he started with communities in Borno and Adamawa states. This is not naivety — it is the kind of principled commitment that makes him exceptionally trustworthy as both a colleague and a partner.
He handles criticism well, conflict constructively, and ambiguity without the kind of anxiety that undermines decision-making in complex environments. I have watched him manage deeply difficult conversations with community leaders, government officials, and international partners with equal confidence and respect.
Academic Readiness
Emmanuel holds a Second Class Upper degree in Sociology from the University of Lagos. His analytical capabilities are considerably beyond what his formal qualifications suggest — he regularly produces programme evaluations and policy briefs that are of a quality I would expect from a trained researcher. His career to date has been a sustained exercise in applied social science, and I have no doubt he will engage with the academic content of an MSc Development Studies programme at the level his UK institution expects.
Endorsement
I recommend Emmanuel Adebayo Osei for the Chevening Scholarship without any reservation. His plan to pursue MSc Development Studies at SOAS University of London, and return to lead YSDN’s national expansion strategy, is exactly the kind of purposeful, grounded application that the Chevening network should support. Nigeria needs more development leaders of his quality, and the Chevening Scholarship is the right investment.
Please contact me at any time at the details above.
Yours sincerely,
Ms. Chidi Okonkwo Executive Director Youth for Sustainable Development Nigeria c.okonkwo@ysdn.org.ng | +234-09X-XXX-XXXX
Common Mistakes That Get Applications Rejected
These are the specific errors that weaken Chevening reference letters — drawn from the four official criteria Chevening uses to assess applications:
1. Generic praise with no evidence “She is hardworking, dedicated, and passionate” describes millions of people. It tells the committee nothing specific about this applicant. Every positive claim must be anchored to a specific, observable incident or achievement.
2. Wrong addressee Every Chevening reference letter format requirement specifies the letter must be addressed to the British Embassy or High Commission in the applicant’s country. Letters addressed to “The Scholarship Committee” or left with a generic salutation are technically non-compliant.
3. Missing mandatory fields The official guidance requires: referee contact details, length of time knowing the applicant, capacity of relationship, and date of last regular contact. Missing any of these can result in the letter being rejected.
4. Focus on academic grades instead of leadership Chevening is not selecting the highest GPA. It is selecting leaders. A letter that spends three paragraphs discussing the applicant’s grades and one sentence on leadership is the wrong letter for this scholarship. Grades belong in one supporting sentence — leadership, networking, and character are the substance.
5. Submitting late You must upload your reference letters to the online application system no later than seven working days before your interview. Failure to do so will result in your application no longer being considered for a Chevening award. There are no exceptions. Ask your referees immediately.
6. Reference not in English without notarised translation References must be in English. If a reference is in another language, upload it with a notarised English translation in one file. References without a notarised translation won’t be accepted.
7. Choosing a referee for their title, not their knowledge A cabinet minister who met you once is a weaker referee than a project supervisor who has worked directly alongside you for two years. Specificity of knowledge always outweighs seniority of title.
FAQs — Chevening Reference Letters
Q: How many reference letters does Chevening require?
Chevening requires exactly two reference letters. They can be two professional referees, two academic referees, or one of each. You submit referee names at application stage and upload the completed letters if invited to interview.
Q: Who can write a Chevening recommendation letter?
Anyone who knows you in a professional or personal capacity — not a friend or relative. The strongest choices are direct line managers, supervisors, project directors, academic supervisors, or NGO leaders who have worked closely with you.
Q: Does Chevening contact my referees directly?
No. Chevening does not contact your referees on your behalf. You collect the completed letters and upload them to the online application system yourself. The British Embassy or High Commission may later contact referees independently for verification purposes.
Q: Can my Chevening reference letter be written in my local language?
No. All reference letters must be in English. If your referee writes in another language, you must submit both the original and a notarised English translation in a single PDF file.
Q: When is the deadline to upload Chevening reference letters?
Reference letters must be uploaded to the online application system no later than seven working days before your interview date. The main Chevening application deadline for 2027–28 is 6 October 2026 at 11:00 UTC. Missing the reference upload deadline means your application is no longer considered.
Q: What should a Chevening reference letter cover?
According to official Chevening guidance, the letter must cover: the referee’s contact details, how long they have known you and in what capacity, when they last had regular contact with you, your leadership skills, your networking skills, your personal and interpersonal qualities, and your ability to complete a demanding academic programme in the UK.
Q: How long should a Chevening recommendation letter be?
Chevening does not specify a length. Based on the required content and what allows referees to include meaningful specific examples, 400–600 words is the practical ideal — long enough to be substantive, short enough to be read in full.
Q: Can I use the same referees I used in a previous Chevening application?
Yes, as long as they still know you in a professional or personal capacity, have had regular contact with you recently, and can write a letter that reflects your current achievements rather than what they knew about you years ago.
