The MOE Taiwan Scholarship 2027 round is the main government route for international students who want a bachelor’s, master’s or PhD in Taiwan. The Ministry of Education (MOE) pays tuition up to a cap plus a monthly stipend, and the application window has run from February 1 to March 31 each year. It is separate from the MOFA and TaiwanICDF awards, which follow different rules. Our guide to all Taiwan scholarships compares them.
This guide uses the official Taiwan Scholarship website, whose guidelines page was published on June 10, 2026 and which shows MOE’s rules updated on February 10, 2026. Anything for the 2027 intake that is not confirmed yet is marked. Last updated: October 2026.

What the MOE Taiwan Scholarship Pays
The MOE Taiwan Scholarship 2027 pays for two things: study costs and living costs. The Taiwan Scholarship stipend covers the second.
- Tuition and miscellaneous expenses: MOE pays up to NT$40,000 each semester for your approved tuition and miscellaneous fees. If the university’s charges go above that total, you pay the remainder to the university.
- Monthly stipend: NT$15,000 for bachelor’s students and NT$20,000 for master’s and PhD students.
- Duration: four years for a bachelor’s degree, two for a master’s and four for a PhD. The scholarship period starts on September 1 and ends on August 31 of the following year, and the total cannot exceed five years.
Graduates who cannot finish by June can keep the scholarship until August of that year. Each university pays the allowance to students after they register.
Because the cap is NT$40,000 per semester, compare tuition before you choose a program. The official site publishes a list of universities that discount tuition for Taiwan Scholarship recipients, which can close the gap.
Who Can Apply for the MOE Taiwan Scholarship 2027
Taiwan Scholarship eligibility is set by MOE and checked by the overseas mission. To qualify for the MOE Taiwan Scholarship 2027, you need to:
- Be a foreign national with a secondary school graduation diploma or a post-secondary degree.
- Show excellent academic performance and good moral character.
- Come from a country MOE has designated, and apply through the overseas mission that covers it.
- Not be a student from Mainland China, Hong Kong or Macao, who are not eligible.
- Never have had a Taiwan Scholarship or Huayu Enrichment Scholarship revoked.
University pages say students who finish one degree and move to a higher one can apply again, within the five-year total. Check the current guidelines before you plan on it.
Application Window and Timeline
| When | What happens |
|---|---|
| February 1, 2027 | Application window opens, in principle |
| March 31, 2027 | Application window closes, in principle |
| After you apply | Interview at the overseas mission, then a scholarship certificate for successful applicants |
| September 1, 2027 | Scholarship period starts |
| Varies | University admission deadlines, which you meet separately |
The MOE Taiwan Scholarship deadline is March 31 in the usual window. The February 1 to March 31 window is the one MOE and university pages quote every year, but the official pages we checked do not print 2027 dates yet. Treat the dates as provisional, and ask your mission for its own internal deadline, which can be earlier.
How to Apply for the MOE Taiwan Scholarship 2027, Step by Step
A complete MOE Taiwan Scholarship application runs on two tracks, one to the scholarship office and one to the university. The official process on the application process page has six steps.
- Apply to the mission and the university. Send your scholarship application to the local Taiwan overseas mission, and apply separately for admission to a university or college in Taiwan.
- Attend the interview. The overseas mission interviews applicants.
- Send your admission notice. Give the mission a copy of the admission notice from your university.
- Receive the certificate. Successful applicants get a scholarship certificate from the mission.
- Arrive and register. Come to Taiwan and register at your university.
- Collect the allowance. Your university distributes the allowance.
Start the university application first if you can. MOE needs proof that you applied, and many universities close admissions before the scholarship window does. The MOFA contact list for overseas missions shows which office covers your country.
Documents and Forms
The official guidelines page links to the forms and lists you need. For the MOE Taiwan Scholarship 2027, gather:
- The MOE Scholarship Application Form
- The MOE Scholarship Terms of Agreement
- A health certificate covering the items on the official “Form B” list
- Proof that you applied to a Taiwanese university, and later your admission notice
- Your TOCFL result, if your program is not completely taught in English
- Whatever else your local mission lists, since each mission publishes its own checklist
The same page also has a list of universities that teach degrees in English, a list of universities that discount tuition for recipients, and a list of MOE overseas offices.
Language Rules: TOCFL and English-Taught Programs
If your program is not completely taught in English, MOE requires a TOCFL certificate at Level 3 or above. If your local office does not run TOCFL tests, you can still apply with an existing result at Level 3 or above, or you can take the test at your own expense by the end of your first semester in Taiwan and send the result to your university.
If your program is taught entirely in English, the TOCFL requirement for the MOE Taiwan Scholarship 2027 does not apply, so check the English-taught program list before you apply.
Working While You Study
MOE recipients can apply for a work permit under Taiwan’s rules for foreign workers. The official comparison table sets the limit at 20 hours per week, except during summer and winter vacation, and the maximum validity is six months per semester. The Workforce Development Agency handles permits, so confirm the current rules with them.
MOE, MOFA or TaiwanICDF: Which One?
| If this describes you | Look at |
|---|---|
| Your country is designated by MOE and you want a bachelor’s, master’s or PhD | MOE Taiwan Scholarship |
| Your country has diplomatic ties with Taiwan or MOFA lists it as friendly | MOFA Taiwan Scholarship |
| Your country is on the TaiwanICDF list and you want a master’s or PhD in a listed program | TaiwanICDF Scholarship 2027 |
The TaiwanICDF Scholarship 2027 guide covers the third route. Remember that TaiwanICDF does not let you hold another Taiwan government scholarship in the same academic year.
How Competitive Is the MOE Taiwan Scholarship?
Competition is real. Taiwan’s representative office in the Philippines said a record 147 Filipinos received government-funded scholarships for 2026-2027, from more than 1,000 applications, according to Focus Taiwan. MOE says the number of awards depends on its yearly budget and on each local office’s results.
That is why we do not repeat claims such as “2,000 scholarships” or “the easiest scholarship.” No current official source supports them. Prepare your MOE Taiwan Scholarship 2027 application as a competitive one, and write the study plan for the MOE Taiwan Scholarship 2027 interview too.
Tips to Strengthen Your Application
- Choose a program that fits your record. The MOE Taiwan Scholarship 2027 goes to excellent academic performance, so apply to a program where your transcripts are strong.
- Compare tuition. The NT$40,000 per semester cap can leave a gap at expensive universities.
- Apply to the university early. MOE needs your application proof and then your admission notice.
- Prepare for the interview. Know your study plan, why Taiwan and why that program.
- Get recommendation letters done early. See our guide to a recommendation letter for a scholarship, with sample, example, template and format.
- Ask your mission. The overseas mission has the current checklist and dates.
Frequently Asked Questions
What is the deadline for the MOE Taiwan Scholarship 2027?
The application period has run from February 1 to March 31 every year, so the window for the 2027 intake should be February 1 to March 31, 2027. Your local Taiwan overseas mission confirms its exact dates and interview schedule, and each university sets its own admission deadline.
How much does the MOE Taiwan Scholarship pay?
MOE pays up to NT$40,000 per semester for approved tuition and miscellaneous fees. The monthly stipend is NT$15,000 for bachelor’s students and NT$20,000 for master’s and PhD students. Durations are four years for a bachelor’s degree, two for a master’s and four for a PhD.
Is the MOE Taiwan Scholarship fully funded?
Not in every case. The official comparison table lists the tuition cap and the monthly stipend. It does not list airfare or housing. If your university charges more than NT$40,000 per semester, you pay the rest to the university.
Do I apply to the university or to the scholarship first?
Both, separately. The official process says to send the scholarship application to the local Taiwan overseas mission and to apply to a university or college in Taiwan at the same time. You later give the mission a copy of your admission notice.
Is there an interview?
Yes. The official application process includes an interview conducted by the overseas mission after you submit your application. Successful applicants then receive a scholarship certificate from the mission.
Do I need to speak Chinese to get the MOE Taiwan Scholarship?
Only if your program is not completely taught in English. In that case MOE requires a TOCFL result at Level 3 or above. If your local office does not hold TOCFL tests, you must take the test at your own expense by the end of your first semester in Taiwan and give the result to your university.
Can I work while on the MOE Taiwan Scholarship?
You can apply for a work permit. The official comparison table sets the maximum at 20 hours per week, except during summer and winter vacation, and the maximum validity is six months per semester. Contact Taiwan’s Workforce Development Agency for the current rules.
Can students from Pakistan, Nigeria, Egypt, Bangladesh or Kenya apply?
MOE decides which countries can receive its awards, and applications go through the Taiwan overseas mission that covers your country. We could not find an official page listing any of these five countries as MOE countries, so we cannot confirm it. Ask the mission before you spend money on documents.
Can I hold the MOE scholarship and the TaiwanICDF scholarship together?
No. TaiwanICDF’s guidebook says recipients may not hold another Taiwan government-sponsored scholarship, and it names the Taiwan Scholarship, in the same academic year. Choose the route you can complete.
Are there really 2,000 MOE Taiwan scholarships?
We found no current official source for that number. MOE says the number of awards depends on its yearly budget and on the results of each local office. In 2026, Taiwan’s representative office in the Philippines reported a record 147 awards for 2026-27 against more than 1,000 applications.
Final Word on the MOE Taiwan Scholarship 2027
The MOE Taiwan Scholarship 2027 round pays up to NT$40,000 per semester in tuition and a monthly stipend of NT$15,000 or NT$20,000, but only for students from countries MOE designates. First confirm your country with the overseas mission that covers it. Then apply to the university and the scholarship on their own timelines, and check the official pages again in February, since 2027 details can still change.
