Two Ways to Apply: Embassy vs. University Recommendation

MEXT scholars are selected through one of two separate routes, and you can only use one per application cycle:

Embassy Recommendation: You apply directly through the Japanese embassy or consulate in your home country. This is the route covered in this guide and the one open to applicants in every country listed below.
University Recommendation: A Japanese university you’ve already been in contact with nominates you directly to MEXT. Deadlines are set by each university rather than by embassies, and typically run from around September to January.

Applying through both routes in the same cycle is not permitted.

Eligibility by Degree Level

Undergraduate

For high school seniors or recent graduates. You’ll generally need to have completed 12 years of school education (or be about to), and be under the age ceiling set in MEXT’s undergraduate guidelines (typically up to 25). Most undergraduate scholars complete a funded one-year intensive Japanese course before starting their degree, unless they can already demonstrate sufficient Japanese ability to skip it.

Master’s / PhD (Research Student category)

Per MEXT’s official 2027 guidelines, Research Student applicants must, in principle, have been born on or after April 2, 1992 for that cycle — in other words, under 35 at the time of application, with the cutoff date shifting forward one year with each new cycle. You’ll also need to satisfy one of the following: completed 16 years of school education outside Japan, or hold (or be about to hold) a bachelor’s degree of at least 3 years’ study for Master’s-level entry; PhD (second phase) applicants generally need an overseas master’s degree or equivalent research experience. Medicine, dentistry, veterinary science, and select pharmaceutical fields have their own separate academic-background pathway requiring 18 years of education.

Common to All Tracks

Be a citizen of a country with diplomatic relations with Japan, and not hold Japanese nationality at the time of application
Be willing to learn Japanese and adapt to living and studying in Japan
Submit a medical certificate confirming no condition that would hinder study in Japan

Do You Need IELTS or TOEFL?

Not in the way most scholarships require it. You don’t need to submit an IELTS, TOEFL, or JLPT score to apply. Instead, the Japanese embassy conducts its own written examination in Japanese and English as part of the First Screening — both subjects are taken by all applicants, though the English test may be waived for applicants from countries where English is the official language.
